As you can see, the layer with Miaka’s head is missing. In the show Miaka does not move or change expression while Chichiri does. That means that there were more cel layers of Chichiri than Miaka. The dealer was forced to sell the extra Chichiri layers alone once he ran out of Miaka layers.
