This is a police officer that knows about Black Jack. Sometimes he helps Black Jack and sometimes not. At one point he was in charge of chasing down unlicensed doctors, but in this episode he is investigating and unusual illegal drug ring. In another of the too many coincidences in this episode, Black Jack is treating one of the victims of this ring (her doctor is involved with the drug dealers) on the behalf of another victim.

The cel came with the stuck hand layer. The hand comes from earlier in the sequence when the officer puts the cigarette in his mouth.
